USDA APHIS notes that most states require individual identification and a Certificate of Veterinary Inspection for interstate horse movement, while EIA tests, permits and emergency restrictions are controlled by the importing state. The state records in this first version are deliberately marked unverified until Lazy K checks each official authority directly.
